ABOUT DAMIE J.

For over 20 years, Ms. Jackson-Diop has consulted on projects and initiatives funded by the federal Substance Abuse and Mental Health Services Administration (SAMHSA). Her years of dedicated leadership and tenacious commitment to quality make her a highly trusted professional in an increasingly complex field. She has chaired the Mental Health Planning Council for North Carolina Department of Health and Human Services’ Advisory Committee for the state’s federal Mental Health Block Grant, and served as Vice Co-Chair of Disability Rights North Carolina’s Advisory Council on implementation of the Protection & Advocacy for Individuals with Mental Illness Act. Ms. Jackson-Diop serves as Assistant to the Federal Reviewer pursuant to a settlement agreement between the state of North Carolina and the United States Department of Justice in the federal case brought to enforce the state’s compliance with the United States Supreme Court decision in Olmstead v. LC. In that pivotal role, she is the principal investigator for evaluating the State’s pre-admission screening process requirements and assists with evaluating North Carolina’s progress in meeting its obligations under the settlement to provide adequate community-based treatment capacity for serving adults with mental illness. She consults on the development of Informed Decision-Making Tools to address the decision-making process for individuals with disabilities, as well as, guardians to ensure a person’s right to choose where they live, work, and in the least restrictive setting a provision under the American’s with Disabilities Act community integration mandate. She currently serves on the Collaborative to Define the Value of Care Management for Consumers and Family Members within the context of Medicaid Transformation, The Strategic Planning Council for Peer Voice NC, the statewide peer and “consumer” network funded by SAMHSA, and Clients Rights Review Committee for an agency that provides parent training, community, and recreational support to children who experience autism. Ms. Jackson-Diop is a volunteer Surrogate Parent/parent representative where she partners with her Local Education Agency to determine what special education (including related services) will be received, how it will be delivered, and ensure the rights of the student/child are protected, a civil rights provision under The Individuals with Disabilities Education Act (IDEA).
