Mr. Gray is the Office Executive of the Emergency Management and Response sub-office for Michael Baker International. In this role Mr. Gray oversees and directs business operations focused on supporting the Federal Emergency Management Agency (FEMA). The diversity of skills he has developed over the quarter century of supporting FEMA has paralleled the diversity of projects he has managed. Most recently he served as the Deputy Program Director for Resilience Action Partners, a joint venture between Michael Baker and Ogilvy Public Relations, to meet the unique needs of the inaugural Community Engagement and Risk Communications (CERC) contract, which promotes leading citizens and communities toward taking action to mitigate flood risk and damages. Prior to that he served as a Deputy Program Director on the IBM Team for the Customer and Data Services (CDS) Contract. In addition to managing the technical aspects of these multi-million dollar engagements, he served as the Business Manager for the $750M Map Modernization Program, supporting the evolution of FEMA’s Flood Program from paper maps to real time digital data, the precursor to FEMA’s Risk Mapping, Assessment, and Planning (Risk MAP) program.
