About Cynthia Punsalan

Ms. Punsalan is a cleared senior program manager with over eighteen years of experience in Federal strategy, financial management, budget, process improvement, organizational improvement, and information systems consulting. She has led multi-million dollar Federal consulting projects for the Department of Homeland Security (DHS), Department of Energy (DOE), Office of Personnel Management (OPM), and other civilian, defense, and quasi-governmental organizations, at times managing up to seven multi-disciplinary project teams. Additionally, Ms. Punsalan has over six years of accounting and systems experience in the private sector. As a Director, Ms. Punsalan is responsible for all aspects of an engagement – scope, staffing and resource management, client relationship management, ensuring deliverable quality, risk management, contract management and project profitability. She worked primarily with DHS and currently leads a five year contract with over seventeen practitioners from four different firms that provided a range of strategy, audit remediation, BPR consulting services for the United States Coast Guard. Projects led by Ms. Punsalan received across the board “Exceptional” CPARS scores. Ms. Punsalan is seasoned in business and proposal development. At Grant Thornton, she led the Preparedness, Response and Personnel segment within the Global Security and Justice vertical market and is currently the Deputy for the Governance Risk and Compliance sub-service line. Ms. Punsalan is responsible for bringing new business in the OIG “white space” and Ms. Punsalan led Grant Thornton’s proposal for the DHS $125M Internal Controls BPA,OPM $1.2B TMA IDIQ and the DOJ $500M AFISS BPA. Ms. Punsalan recently co-authored the Transformational Compliance thought leadership whitepaper.
