Report directly for the Deputy Chief Financial Officer (Agency Budget, Strategy and Performance) and responsible for developing strategies, providing analysis and advice, making recommendations on a comprehensive plan for NASA-Wide investment strategies to the NASA Administrator and ensures strategic alignment with National goals and Agency vision and mission, which drives the mission, program and institutional requirements. Specifically, • Conduct agency level strategic planning and analyze technical, programmatic, and institutional investment options available to the Agency in support of Administration policies and Congressional legislation• Conduct long-range economic and cost assessments of on-going and proposed programs and program alternatives and ensure that budget formulation and execution is consistent with the Agency\'s strategic investment decisions. • Assess affordability of major capital investments, evaluate program plans for multi-year acquisitions, and advise leadership on time phasing and impact of funding projections to cost, schedule, and performance• Manage performance-reporting requirements in accordance with the President’s Management Agenda (PMA) and Government Performance and Results Modernization Act (GPRAMA) monitoring quality and performance of program against the objectives of the strategic plan and measuring Agency performance in the context of expected outputs.
