About Creighton Watley
I have changed the light bulb at the top of an 1180\' broadcast tower in southeast Nebraska, helped migrate all public safety DAS in King County (800 and counting!), and installed 802.11n wireless coverage in a dairy barn for the cows. No, I\'m serious. Ask me about it. Technologies and scope change but I am resilient through my ability to learn and adapt. In the same way as I have grown professionally, I have taken the time and opportunity to grow personally through travel. I have lived and volunteered for a total of 30 months in Mexico, Argentina, and France. More than ever my value and passion as an employee are expressed through building strong relationships between clients, partners, and coworkers. My opportunity at PSERN is a culmination of the lessons I have learned through more than a decade in the field of radio, combined with the project management skills gained both on the job and through achieving the PMP certification. I relish the chance to serve the community of King County, a place that has given me so much opportunity.

I serve as liaison with regional officials executing the transition of in-building coverage systems as the PSERN project is transitioned to a live fully operating system. In this position I have a unique opportunity to work with a diverse set of staff and key stakeholders that vary from frontline technical staff to elected officials in agencies throughout the state. PSERN will replace the current King County Emergency Radio Communication System; this multi-year/multi-phase project has a budget of approximately $290M and is partnering with other regional entities. To learn more about the project, please visit our website, My duties include:• Developing a common set of requirements and methods of documentation for building owners to follow in order to secure authorization to utilize PSERN licensed radio spectrum.• Recommending policies related to administration of Distributed Antenna Systems/Bi-directional Amplifiers (DAS/BDA) systems to be incorporated by the PSERN Project. • Collaborating with local authorities having jurisdiction (AHJs) and building owners to ensure that the PSERN technical requirements, Project initiatives, Project schedule, and PSERN transition plan are all understood and communicated.• Developing and maintaining a tracking database of all buildings with DAS/BDA systems operating on PSERN licensed frequencies.• Working with the Project as technical supervisor to develop and implement DAS training for PSERN technicians and AHJ representatives as well as potentially for building owners.• Developing all materials related to DAS transition including regional emails and presentations in coordination with Project leadership.• Developing DAS/BDA acceptance testing criteria and work with AHJ s, building owners, project staff, radio technicians and vendors to commission systems transitioning to PSERN.• Developing a building owner DAS agreement allowing them to reuse the PSERN Frequencies in the DAS/BDA systems.
