As a Senior Transportation Planning Engineer, I am responsible for guiding complex and multi-faceted transportation projects through the National Environmental Policy Act (NEPA) planning process. My experience over the past 18 years as a NEPA practioner includes providing technical support on the Tier II Final Environmental Impact Statement (FEIS) and Record of Decision (ROD)for the Southeast High Speed Rail (SEHSR) project, which proposes to implement high speed passenger rail service between Raleigh, NC, and Richmond, VA. I have extensive experience leading NEPA planning projects (Environmental Impact Statements, Environmental Assessments, Finding of No Significant Impacts, Categorical Exclusions, Programmatic Categorical Exclusions), and am proficient in developing project “Purpose and Need,” identifying and evaluating alternatives, conducting agency meetings and public workshops, and holding briefings/media interviews.
