Experienced senior executive, attorney, and educator, who has served as a federal agency head and in numerous leadership roles. Partner at K&L Gates in Washington, DC, in the Labor, Employment, and Workplace Safety practice group. Co-leader of the firm’s OFCCP and Affirmative Action Compliance area of focus. Pro Bono coordinator for the DC office.Formerly served as OFCCP Director at the U.S. Department of Labor, in the Senior Executive Service, after previously serving as Deputy Director and Senior Advisor. Led a premier federal civil rights enforcement agency that ensures compliance by federal contractors with equal employment opportunity obligations through auditing, compliance assistance, and enforcement. Recipient of four Secretary’s Honor Awards at OFCCP, including the Secretary’s Exceptional Achievement Award - Professional, as well as three Worker Protection Awards.Previously served as City Attorney (chief legal officer and general counsel) of the City of Coral Gables, a full-service municipality in Florida, leading the City Attorney’s Office. Received the Paul S. Buchman Award for Outstanding Contribution in the Area of Legal Public Service from the City, County, and Local Government Law Section of The Florida Bar. Prior to being City Attorney, served as Chief of the Appeals Section and then Chief of the Federal Litigation Section at the Miami-Dade County Attorney’s Office, appearing as counsel of record in numerous federal civil rights cases and handling many appeals at the federal and state levels.Prior to government service, was an associate at several international law firms and also served as a law clerk to the Honorable Robert E. Keeton, U.S. District Judge, District of Massachusetts.On the adjunct faculty as a Professor of Government Lawyering and Professorial Lecturer in Law at GW Law. Previously served on the administrative faculty at George Mason Law and as an adjunct professor at University of Miami Law and FIU Law. Active on numerous boards and committees, including as Chair of the Civil and Human Rights Committee of the Bar Association of the District of Columbia and Vice Chair of the District of Columbia Advisory Committee to the U.S. Commission on Civil Rights. Frequent public speaker having given well over 100 public speeches.Admitted to practice law in the District of Columbia, Florida, Massachusetts, and New York. Board certified by The Florida Bar in city, county, and local government law.
