About Courtney Edmonds

I am an experienced senior attorney, collaborator and trusted advisor in federal procurement law with over 20 years of experience across a variety of roles. Prior to my role as a partner at Potomac Law Group, I was a Senior Vice President, Deputy General Counsel and Chief Ethics and Compliance Officer for Leidos (formerly known as SAIC). In addition to counseling on federal procurement law and regulatory compliance, I have been a trusted advisor to executive teams, offering strategic guidance for operational goals, making recommendations that reduce and mitigate risk, and providing legal advice for all aspects of corporate law from negotiating and drafting contracts to overseeing litigation and audits. My ethics and compliance foundation was built on a military background, with service in the US Air Force and as a contract specialist for the US Navy’s Fleet Industrial Supply Command. Some of my career highlights include:• Advising and collaborating with business leaders on a broad range of federal procurement matters relating to ethics, FAR/DFARS compliance, subcontracting, risk mitigation, dispute resolution, contract management, due diligence, and other legal issues. • Leading an award-winning Ethics & Compliance program that resulted in the company being designated as one of the “World’s Most Ethical Companies” by Ethisphere in 2022, 2023, and 2024. • Conducting and managing internal investigations into fraud, improper billing, contract compliance, conflicts of interest and other issues, and preparing mandatory and voluntary disclosures for submission to contracting officers, Inspectors General and other federal and state regulators. • Leading by example and providing training to staff and management on ethics, integrity, negotiations, procurements, risk management, dispute resolution, regulatory compliance, contract management, due diligence, and a variety of other legal issues.• Supporting the US Postal Service’s source selection efforts under a preferred-provided program established to award contracts to modernize USPS’s portfolio of IT Systems.
