Manages the operation of QCI including the formation of operational procedures and organizational policy. Plan, organize, assign, and supervise the work of the quality control & inspections leaders and employees, including but not limited to (QCI & Engineering managers, Architects, Inspectors, Assets, and administrative employees). Implement reliable and efficient building operation practices, energy saving measures, evaluate environmental factors, provide technical support of Authority Operations. Interact with other URA units and provide proactive support to Development Services, including supporting the Pittsburgh Land Bank as appropriate. Lead the URA’s management of 412 Boulevard of the Allies, including interacting with co-owners and the joint management committee, external clients, external contractors for diagnostic, planning, implementing, and oversight of repair and maintenance of 412 Boulevard of the Allies. Direct supervision of staff, coaching employee performance, and providing recommendations for improvement. Evaluates and inspects work progress for QCI staff responses for normal construction work and emergency needs and determines level of response required. Manage and coordinate project design reviews and cost estimating for conformance with applicable building codes and design standards to approve plans, specifications, and construction costs. Provide expertise to ensure that URA’s funded developments are constructed/rehabilitated in accordance with applicable building codes, design standards, and project specifications within approved schedules. Review and approve general qualifications and submitted by contractors and developers who wish to participate in the URA’s consumer loan programs.
