About Constanza M. Vidal Bustamante
I\'m a fellow with the Technology and National Security Program at the Center for a New American Security (CNAS), where I lead the Center’s quantum policy research. My work examines the intersection of quantum technologies with U.S. national and economic security, and currently focuses on the supply chains, manufacturing capacity, and deployment infrastructure needed to scale and sustain the United States’ quantum competitiveness. I\'m also Adjunct Professor at Georgetown University\'s Walsh School of Foreign Service, where I teach a graduate class on quantum technology and national security.Prior to CNAS, I worked at the National Academies of Sciences and Harvard\'s Belfer Center for Science and International Affairs, where I investigated the U.S. technology leadership strategy, industrial innovation policy, and issues of workforce and technology transfer. My understanding of emerging technologies and their policy implications has been informed by my Ph.D. at Harvard University, where I leveraged wearable sensors to characterize individuals’ real-world behavioral patterns and health outcomes over extended periods of time. During my time at Harvard I also served as President of the Harvard Science Policy Group, partnering with experts to deliver programming on timely policy issues and to support the professional development of young scientists and engineers interested in policy.
