About Connie K. N. Chang
I work as an evaluation consultant and invited technical advisor | reviewer to federal government agencies, including the National Science Foundation\'s Industry University Cooperative Research Center (IUCRC) program, the Innovation Corps Hubs Program, and Regional Innovation Engines program, the U.S. Department of Energy, Intelligence Advanced Research Projects Activity (IARPA), among others. Over the past dozen years for the NSF IUCRC program alone, I have helped advise and evaluate the operation, management, and performance of multi-year, industry university cooperative research centers focused on national priority topics, including forensic science, big learning, cybersecurity, quantum technologies, and other critically important research areas. My professional career spans the intersection of business, government, and technological innovation in the private, public, and nonprofit sectors. I worked as a financial analyst in asset securitization for a top Wall Street investment bank; supervisory economist leading a staff of economists and policy analysts; business manager for two dozen multi-million dollar, high-risk research projects in advanced materials processing in the heavy manufacturing industry for a top federal lab; research director overseeing innovation policy study contracts totaling $1M; and chief of staff to the Under Secretary of Commerce for Technology. I founded my own private consulting practice over a decade ago. Volunteering is in my blood. I\'ve volunteered in every organization I\'ve been lucky to be a part of. Here\'s three:(1) I\'m Chairwoman and Treasurer for Lever Fund (https://leverfund.org/), a philanthropic nonprofit whose mission is to propel youth from low-income families in the National Capital Region toward their first, well-paying job by leveraging donor funds we raise to invest in youth workforce development organizations we identify and assess for maximum impact. I love this work.(2) I\'m a board member of the historic Avalon Theatre where patrons can experience state of the art projection and deep resonant sound in total comfort in Chevy Chase DC.(3) I recently completed a two-year term as one of seven locally elected Commissioners in Advisory Neighborhood Commission 3/4G in Chevy Chase DC and did not seek re-election. I represented roughly constituents in my single member district (ANC 3/4G-05) and also served as the Commission\'s Webmaster (https://anc3g.org/). Prior to being sworn in as Commissioner, I was a member of the ANC 3/4G Task Force on Racism | Housing Work Group.
