ABOUT COLLEEN GADD

Colleen works for the Colorado Division of Homeland Security & Emergency Management (DHSEM) as an Integrated Preparedness Specialist. She leads integrated preparedness planning efforts at the local and regional level, is an Emergency Management Accreditation Program (EMAP) Assessor and serves as the National Incident Management System Coordinator for the state of Colorado. She earned a B.A. from the University of Colorado, with postgraduate work in Watershed Management at Michigan State University, and is a graduate of the National Emergency Management Advanced Academy (NEMAA). Colleen is certified as a Type 1 Logistics Section Chief (LSC), Complex Incident Management Logistics Section Chief (LSCC), as well as a Training Specialist, and has served on the Rocky Mountain Inter-Agency Incident Management Teams since 2004. She has also served on the state-certified All-Hazards Incident Management Team with the Jefferson County Sheriff\'s Office in Colorado since 2001. She has been deployed to many disasters and special projects as a LSC including multiple wildland fires, both California\'s and Colorado\'s largest fires (Dixie and Cameron Peak), hurricanes (including Katrina, Helene and Milton), Colorado 2013 floods, COVID 19 Pandemic, Colorado Joint Vaccine Task Force, the Afghan Mission, mudslides, blizzards, and a variety of other all-hazards incidents. Colleen was awarded the Colorado Public Service award from the Governor’s Office in 2021 for her work on the pandemic.As of the fall of 2023, Colleen is also currently working as a contractor/subject matter expert for Mission Centered Solutions on a project to develop Incident Management Teams in Neom, Saudi Arabia, and is assisting with the development and delivery of the Logistics Section curriculum.Colleen served 10 years as the Region Board Director and 2nd Vice President for the All-Hazards Incident Management Teams Association (AHIMTA), representing Colorado, Montana, Utah, Wyoming, South Dakota and North Dakota. She continues to work with the association on the annual Training & Exercise Symposium Committee, and as an Advisor to the Incident Workforce Development Group, and also serves on the Incident Qualifications Systems Committee.Previous experience includes work with the National Park Service and Jefferson County, Colorado. She served as a law enforcement, backcountry/climbing ranger, and wild land firefighter at Glacier, Rocky Mountain, and Mesa Verde National Parks.
