As a partner at Akin, I leverage substantial False Claims Act (FCA) enforcement expertise to provide representation to clients in all stages of FCA investigations and other civil enforcement matters, from early risk assessment and compliance counseling to internal investigations and government-facing inquiries, litigation, and negotiated resolutions. Prior to joining Akin, I spent more than 18 years with DOJ’s Civil Fraud Section, the last six as a Deputy Director supervising more than 125 attorneys investigating and litigating complex civil fraud matters across every major industry and sector. My work encompassed hundreds of investigations and litigation relating to pharmaceutical and medical device manufacturers, hospital and physician providers, customs duties and tariffs, government contracts, pandemic relief programs, government loan and grant programs, and conflict of interest violations. I worked closely with all 93 U.S. Attorneys’ Offices and federal law enforcement personnel across the country, and I gained considerable expertise in resolutions, negotiating over 100 civil settlements involving an array of federal programs. While serving in senior leadership positions at DOJ, I played a key role in shaping nationwide FCA enforcement policy under different administrations, and I served in leadership positions on a variety of inter-agency task forces and working groups, including Deputy Director of the COVID-19 Task Force and as a principle member of the Department’s Trade Fraud Task Force and Department of Health & Human Services FCA Working Group.My deep understanding of enforcement strategies allows me to credibly and effectively advocate for clients seeking to assess organizational risks, minimize business disruptions and reputational harm, and achieve effective resolutions.
