SUMMARY OF QUALIFICATIONSMr. Clay possesses over 25 years of experience in technical program management, enterprise architecture, systems engineering, and operating systems environment development and implementation. In addition to duties as Senior Enterprise Architect, Mr. Clay currently serves as Oasys’ Senior Program Manager and Director of Professinal Services. His extensive management experience spans both the public and private sectors, activity-based management, systems analysis, and technical and business process reengineering support for US Government, including the Intelligence Community (IC), and commercial clients worldwide. Oasys International Corporation Director, Professional ServicesSenior Program Manager, FCC IV & V As the lead for Oasys’ Independent Validations and Verification (IV & V) Team for the FCC, Mr. Clay supports the FCC Program Manager and Contracting Officer with coordinating of the FCC’s high priority systems modernization in support of the television broadcasters incentive auction, system interfaces with the bidding platform for the incentive auction, and the FCC’s next generation general purpose auction bidding platform. The Oasys IV & V Team validates and verifies software development and delivery schedules, and performs end-to-end functional, application, system, platform, and penetration testing. Mr. Clay also coordinates all staffing and contract modifications, while performing ad-hoc tasking in support of Office of Managing Director and CIO initiatives, including Red Team assessments of projects and functions, and drafting research for CIO-related activities, such as RFP and SOW development for future tasking, etc.In his Professional Services role, Mr. Clay supports all aspects of staffing, service development, and delivery at Oasys. He assists with developing staffing requirements and profiles, and supports alignment of resources to contract, project, and program goals.
