ABOUT CLAUDE BOILARD

I have over 29 years of experience in security, regulatory inspection, law enforcement, contraband interdiction, travel documents and intelligence, most of it in the aviation sector. In 2004, after 15 years with Canada Border Services Agency, Canada Immigration and the Passport Office, I joined the Aviation Security Directorate of Transport Canada where my main functions are to: • Lead/conduct aviation security assessments at international locations; • Provide oversight of the national screening authority; • Conduct threat/risk assessments concerning transportation security issues; • Provide recommendations, options, materials and tools to Transport Canada, transport industry, Canadian government agencies and international governments, organizations and partners. • Supports and assist the emergency response to AVSEC incidents occurring in Canada and elsewhere. In that capacity, I have lead or participated in AVSEC assessments on all continents. I have significant experience conducting analysis, development, and review of security standards, regulations, procedures, computer systems and operational manuals. Over the years, I have acquired, used and maintained, the skills required for aviation security assessments, physical security, blueprints reading, investigation, screening equipment/techniques, emergency management, business continuity, contraband interdiction, interrogation techniques, body language, law enforcement intelligence, surveillance, weapons identification, advance driving, CBRNE, commercial aircraft search, MANPADS, detection of fraudulent/counterfeit documents and many more.
