Claire Brooks is a global production strategist and executive working at the intersection of film, television, and creative infrastructure. As Executive Director of AFCI, she leads a network of 280+ film offices across 50+ countries, shaping how productions access locations, incentives, and resources worldwide. Her work focuses on the systems behind storytelling, aligning governments, studios, and production ecosystems to enable film and television production at scale. She transitioned into independent film as Director of Production at Stephanie Allain’s Homegrown Pictures, developing and producing projects under a Warner Bros. Television first-look deal. During this time, she produced Exhibiting Forgiveness, which premiered at Sundance, and contributed to the launch of Netflix’s Emerging Filmmaker Initiative, designing pathways for emerging filmmakers within a studio-backed production ecosystem. Claire is a 2025–2026 Women In Film Creative Producing Fellow and a 2026–2027 Film Independent Netflix Amplifier Fellow. She is particularly interested in roles and partnerships focused on global production strategy, cross-border collaboration, and the future of the creative economy.
