About Craig Jolley
I\'m an AI policy and governance expert with over a decade of experience working in the U.S. government. I’ve advised on responsible AI implementation, designed training programs for international audiences, and helped integrate AI governance considerations into foreign assistance and digital infrastructure planning. Most recently, I served as a Staff Data Scientist at USAID, where I led high-impact initiatives including the Global AI Research Agenda and the Digital Ecosystem Country Assessment (DECA) program, and helped draft USAID\'s Digital Policy. I hold a Ph.D. in physics, have conducted machine learning research in bioinformatics and structural biology, and have worked with global stakeholders on AI ethics, digital governance, and tech policy in emerging markets. I’m particularly interested in the global impacts of frontier AI systems, equitable research ecosystems, and the intersection of AI with biosecurity, cybersecurity, and human rights.My work spans technical and policy domains: I’ve built LLM-based tools, designed data visualization dashboards, and conducted foresight workshops; I’ve also worked across agencies to align AI strategy and implementation with executive orders, international standards, and policy goals. I thrive in cross-functional teams and bring deep experience working across government, civil society, and multilateral organizations.
