About Circe Black

As the Director of Compliance for Richmond Behavioral Health, it is both my ethical responsibility and passion to help the most marginalized individuals in our community access affordable and comprehensive health care. We are fortunate to live in a part of the world full of infinite promise, yet access to care and life’s most basic necessities is still a big challenge to many who are within marginalized groups. The repercussions that follow this divide between the classes are endless and typically cycle through generations. Within my role I work to limit the barriers to health services for Richmond residents regardless of their race, color, gender, age, religion, disability, or national origin by developing quality initiatives and ensuring compliance. It is rewarding to play an active role in an individuals healthcare journey who may not have otherwise been able to access care.I also enjoyed being a board member of Girls on the Run of Greater Richmond for 5 years; a positive youth development program designed to inspire girls to be joyful, confident and believe in their limitless potential.     Responsible for managing compliance activities on behalf of the agency to include; internal quality improvement and corporate compliance plans, quality monitoring and improvement of services, program evaluation activities, critical incident reporting, investigation and other risk management activities. Oversees Health Information Management Department (Medical Records), manages contracts, credentialing and relationships with Managed Care Organizations (MCO’s). Serves as a liaison to, and responsible for agency’s compliance with guidelines and requirements from the Department of Behavioral Health and Developmental Services (DBHDS), licensing and Human Rights, Department of Medical Assistance Services (DMAS), Centers for Medicare and Medicaid Services (CMS), Health Insurance Portability and Accountability Act (HIPAA), 42 CFR Part 2 and other relevant local, state and federal regulations. Ensure success of audit requests and reviews, corrective action plans (CAP’s), annual and tri annual licensure inspections and Medicaid/Medicare revalidation. Develop, implement and review agency’s Quality Improvement Plan (QIP), Risk Management Plan and Quality Management projects agency wide to include chairing and facilitating the internal Quality Committee. Works directly with all levels of personnel and management within the agency and provides consultation, training and education. Collaborates with internal workgroups on special projects based on agency priorities and member of agency’s Senior Leadership Team. Attend monthly meetings as a member of the Executive Committee on the Quality Leadership Group for the Virginia Association of Community Services Boards (VACSB) and our Regional Quality Committee. Administers and manages the department budget, monitors expenditures and supervises Compliance Division staff. Reports to Chief Administration Officer, member of agency’s Executive Leadership Team.
