Administer HUD\'s Capital Fund Program, awarding $3 Billion annually to 2,700 Public Housing Agencies (PHAs) for the development, financing, and modernization of public housing developments. Provide decent, safe, and sanitary housing to families across 50 states, US Territories, and The District of Columbia.Led the team that created competitive NOFOs for new programs based on Congressional Appropriations. Established grant requirements. Shepherded the NOFOs through a multi-agency clearance process. Oversaw the review of applications, making awards, and fund obligations. Authored the Front End Risk Assessment (FERA) for the Capital Fund Program. Reviewed over procurement and contract administration actions performed by grantees for compliance with Federal, State, & Local requirements.Successfully transitioned 100% of grantees away from paper and into the new electronic grant administration system. Led teams of over 30 people to complete grant-management projects. Completed the HUD Management Development Program, gaining valuable skills and knowledge to enhance leadership and management abilities.Created two new programs that resulted in the reduction and abatement of lead-based paint, carbon monoxide, mold, radon, asbestos, and fire safety hazards in over 500 public housing units. Underwrote over $100 million in financing packages through the Capital Fund Financing Program which resulted in the development and modernization of 300 affordable housing units by underwriting.Provided grant administration training to over external grantee staff and 200 internal employees, in both in-person and recorded online training sessions.
