As a representative of the Federal Government and as an advocate of Self-Governance Tribes, I provide analytical expertise, and communicated with external and internal entities, such as programs, Area Offices, IHS Director, and Tribes, to assure the successful implementation of the IHS Tribal Self-Governance Program, ISDEAA, Public Law 93–638, 25 U.S.C. § et seq; 42 C.F.R. Part 13, Affordable Care Act, IHCIA, GPRA, Medicare/Medicaid Tribal Technical Work Group, and Tribal Self-Governance Advisory Committee Technical Workgroup. I develop, and evaluate Self-Governance activities, such as negotiations of Compacts and Funding Agreements and technical assistance, of Tribes in the following Area Offices: Alaska, Albuquerque, Bemidji, Billings, California, Nashville, Navajo, Oklahoma, Phoenix, and Portland. I work with Tribes in Self-Governance negotiation of compacts, negotiations of annual funding agreements, negotiations of multi-year funding agreements, amendments to compacts, amendments to funding agreements, technical assistance, continuing year of a multi-year agreements, retrocession, recruitment and retention, cooperative agreements, contract support costs, Medicare/Medicaid (CMS) and subsequent funding provisions. I recommend and provide technical assistance to Planning Cooperative Agreements and Negotiation Cooperative Agreements. I analyze and evaluate the effectiveness of the P.L.106.260 and Tribal Self-Governance Program operations. I recommend and analyze new or proposed legislation or regulations. I evaluate program service functions and activities the Tribes consider for entering into Government-to-Government relations with the Federal Government in the Tribal Self-Governance Program compact operations. I provide advice, technical assistance and guidance to Tribes who are in the Tribal Self-Governance Program and Tribes considering the Tribal Self-Governance Program.
