Lead estimating activities on large and complex proposals by working collaboratively with other members of the proposal team, solution architect and delivery team under rigid deadlines. Direct the BOE development effort (e.g. schedule, resource requirements and reviews).Map the SOW/PWS, CLINs and CDRL requirements to the work activities described in the BOEs. Decompose solicitation requirements to develop Work Breakdown Structure (WBS).Use analogous program comparison, historical data, parametric modeling, engineering build-ups or other accepted estimating methodologies to determine the level of effort associated with the technical solution. Ensure the completed BOEs are sufficient for the evaluator to understand the rationale used, the source of the underlying data, the detailed calculations involved and the basis for any complexity factors.Prepare compelling narratives, working closely with the technical solution team to ensure narratives accurately reflect the proposed solution and substantiate proposal pricing. Prepare detailed inputs for pricing, including assumptions, risks and additional information required for the cost/business volume. Ensure effective review of BOEs at color teams.Review and ensure cost/business volume data accurately reflect the BOE.Lead BOE Lessons Learned efforts after proposal submitted.Gather and report metrics to track the quality, efficiency and continual improvement of BOEs.Provide coaching, direction and feedback to other BOE developers.
