Total value of project load routinely exceeds $150M in estimated construction/bid costs- Responsible for the management, control, coordination, and execution of multiple projects in various stages of development including programming/planning, procurement of architect/engineer or contractor, design, bidding, construction, and post-construction- Project types include master planning, programming, demolition, new construction, major and minor renovations and site improvementsDuties include, but aren\'t limited to the following- Discuss and resolve conflicts between any combination of functional, technical, program, and budget requirements or limitations, including contact with Department of Budget and Management, professional consultants, DGS Office of the Secretary, Department of Legislative Services, the Attorney General’s Office, Maryland Historic Trust, Maryland Department of Environment, local jurisdictions, etc- Provide recommendations regarding how various aspects of projects should be structured and determine and evaluate project delivery methods, such as: Procurement Methods, Design/Bid/Build vs Design/Build vs CMAR, Project Scheduling, and Project Phasing- Assist Agencies, in securing and/or writing facility programs by developing management plans that address project requirements to facilitate the successful completion of the project within a reasonable budget and project schedule- Analyzes, evaluates and approves contractual issues such as fee negotiations, appropriateness of request for contract modification, scope of work and other related issues related to professional design and engineering services- Analyzes, evaluated and approves Proposed Change Orders (PCO’s) during construction to ensure conformity with the appropriate construction cost of the project by demonstrating ability to evaluate appropriateness and legality of the PCO’s and to negotiate the issues which arise from changes to the contract including evaluation of time extension
