Prepared estimates to determine fair and reasonable cost. Prepare estimates of various types and formats as directed by GSA that may be unique and not covered in Paragraph 5.2.1. Maintain a level of accuracy in estimates of +/- 40% on ROM estimates and +/- 10% on estimates developed from completed design drawings. Maintain a log of all estimates by type and by client agency and develop a cost savings spreadsheet indicating the cumulative amount of savings gained from estimates performed and negotiations completed/leases signed. Participate in the negotiations between the GSA Project Manager and the Lessor and be the main advocate on cost issues representing the Government’s negotiation position. Review proposals to determine responsiveness (conforming to solicitation requirements) and responsibility (financial capability to perform, experience, equipment, resources, etc.), and unilateral and/or mutual mistakes, and errors in bids or offers prior to award of a lease. Participate in the review of projects with the tenant(s) and be the main advocate on cost issues. Formulate negotiation strategies, define areas subject to negotiation, establish overall objectives and complex negotiation plans, and conduct negotiations and discussions with Lessors in the presence of the Lease Contracting Officer (1170) and/or Leasing Specialist. Prepare estimates on change orders during the design and construction phases. Estimate cost for changes and preparation of Supplemental Lease Agreements (SLA).
