Provides supervisory oversight by providing leadership to a team of 241 full time staff and 300 seasonal and temporary employees through meeting with employees, addressing and resolving personnel issues and problems, representing employees in Citywide discussions, and leading efforts on hiring, training, and development.• Plans, coordinates, and directs all functions of the Department of Parks, Recreation, and Community Facilities, which includes the management of 2800 acres, 169 parks, 6 cemeteries, 7 outdoor pools and 2 indoor, 2 conservancies, and wide array of partnerships that support service delivery.• Oversees the fiscal and general management of the department’s $26 million operating budget,$1.9 million enterprise fund,$2.7 million special fund and $12 million capital projects.• Spearheads the workforce development program in partnership with the Sheriff office to train individuals on baseline park maintenance skills in effort to expand service and reduce recidivism. • Works with regional providers to develop standards and accountability measures for quality out of school time programs.• Partners with local university, corporations, friends groups, and foundations to make improvements to the 2800 acres of park land throughout the City Of Richmond.• Leads department’s effort to support over 40 annual city wide special events and festivals from River Rock to the renaming of the Arthur Ashe Boulevard.• Assist with the City efforts in emergency management from preparedness to staffing the operation center.• Responsible for the day to day operations of the 17th Street Market the longest serving farmers market in the state of Virginia.• Advises the Mayor, Chief Administrative Officer, and City departments regarding matters of policy and procedure.• Facilitates long range planning to ensure adequate maintenance of the parks and community facilities consistent with national standards and available resources.
