About Chris Elliott
Chris is a Senior Vice President and environmental program manager for ICF (formerly Jones & Stokes, acquired by ICF). Internal to ICF, Chris serves as the West Line of Business Leader in the Environment & Planning Division, responsible for over $100M in annual revenue and 500 staff. Externally for clients, Chris serves as an executive-level delivery manager, project director, or lead environmental strategist overseeing master service agreements and major infrastructure projects. His career focus has been environmental planning, document development, design, permitting, and construction of flood management, water resources, and habitat restoration projects. Chris specializes in riparian corridor projects and combining multiple-use objectives for flood management, recreation, habitat, and commerce in river systems. His clients include the U.S. Army Corps of Engineers, Bureau of Reclamation, California Department of Water Resources, Caltrans, energy utilities, state and local agencies, ports, and private applicants. Special skills include environmental program management, regulatory compliance strategy, and facilitation. His expertise includes the National Environmental Policy Act, California Environmental Quality Act, Clean Water Act (Section 404), Rivers and Harbors Act (Section 408), and Endangered Species Act.
