ABOUT CHRIS BLANCHARD
I work on the problem of how complex systems are governed when scale, automation, and machine agency exceed traditional institutional boundaries.Trained as a civic systems scholar in the Carl Abbott → Richard Wade → Arthur Schlesinger → Charles Beard lineage, I hold a Ph.D. in Urban Studies and have spent my career inside the machinery of public governance—serving as Chief of Staff to the Boise City Council, as a Planning Commissioner during the city’s comprehensive zoning overhaul, and as a graduate instructor in planning theory and public finance. That experience grounded me in a practical reality: modern governance failures are rarely technical—they are failures of authority, accountability, and institutional design.Today, my work focuses on machine identity and credential governance. I am the architect of the Global Machine Identity Standard (GMIS), a governance-first framework that defines identity as a persistent, semantically stable construct—separate from credentials, cryptography, vendors, or hardware—and enforces lifecycle truth through authority and auditability rather than self‑assertion. GMIS addresses a foundational gap in modern infrastructure: while billions of machines operate under economic and regulatory constraints, they lack identity systems capable of supporting interoperable governance across jurisdictions, vendors, and domains.GMIS is being developed as a modular, standards-aligned substrate covering identity, credential governance, attestation, delegation, revocation, and cross-domain verification. The work combines institutional theory, systems engineering, and real-world municipal economics to enable new models of accountability, pricing, access control, and compliance for autonomous and semi-autonomous systems—particularly in cities and critical infrastructure.My broader interest is tactical governance: how institutions can evolve fast enough to govern systems that do not look, behave, or fail like human ones. I work at the intersection of public authority, machine systems, and economic design, with the goal of building governance mechanisms that are explicit, enforceable, and durable in an AI-accelerated world.
