Chris Beall is an internationally recognized strategist and convener who orchestrates common ground across the fractured information environment. He guides coalitions and leaders to see connections, align across silos, and move in sync — enabling them to achieve more together than they could alone.Chris serves as Chief Relationship Officer at the DISARM Foundation, where he leads global partnerships to expand the adoption of DISARM — an open-source, community-driven framework that provides a shared language and practical tools for countering foreign information manipulation and interference. In this role, he builds alliances across government, civil society, academia, and industry to strengthen collective resilience against manipulation at scale.Chris is the creator and Executive Director of Project CONNIE (Coordination & Open Networking Needs for the Information Environment), an initiative dedicated to intelligent facilitation: linking activities and capacity-building efforts across geographic, operational, and policy silos to reduce duplication, amplify emerging bright spots, and bolster fragile efforts.Previously, Chris was a Senior Fellow at the Carnegie Endowment for International Peace, where he convened a multi-stakeholder crisis response network uniting civil society, government, and industry partners to protect the integrity of Ukraine’s information environment. He also co-led the Summit for Democracy’s 2023 cohort on information integrity, stewarding a cross-national taxonomy effort with Canada and Latvia.As founder of the Global Platform Governance Network (GPGN) at the Centre for International Governance Innovation, Chris brought together regulators, civil servants, and legislators from democracies worldwide to address digital platform governance. Earlier in his career, he served in senior leadership roles within the Government of Canada, including as the founding director of the Digital Citizen Initiative at Canadian Heritage.Chris holds a doctorate from the University of Oxford and continues to mentor and cultivate the next generation of leaders in information integrity and democratic resilience.
