ABOUT CHLOE CARRINGTON
Chloe Carrington Dunn (née Messenger) is an expert in digital for international development, focusing on the integration of new technologies into development work in an inclusive, responsible, rights-respecting way. She has twelve years of experience in the international development and nongovernmental sectors, with a particular interest in digital inclusion and digital democracy. Chloe has hands-on experience of research into digital technologies and innovation, particularly focused on digital inclusion, digital rights, and digital ecosystems. She has conducted user-focused research into information access and technology use amongst women in rural Malawi and mapped digital ecosystems in Malawi, Southern Africa, and the Western Balkans. Chloe has focused on the responsible use of data, such as research into the use of biometrics and other technologies in IDP camps in South Sudan and the interoperability of social protection and humanitarian MIS in conflict settings. She has worked closely with clients such as USAID, the FCDO, Mastercard, Sesame Workshop, and GIZ to understand digital ecosystems, define digital development, and map opportunities for integration of digital into their portfolios.
