About Chloe Oliver Viola
Chloë Oliver Viola is a Senior Water and Sanitation Specialist in the World Bank’s Global Water Practice. Since 2023, she has been working in the Latin America and Caribbean (LAC) region, managing water sector operations in the Dominican Republic and Honduras, leading a regional initiative on the economic impacts of droughts, and advancing efforts to mobilize private capital for the water sector.Previously, Chloë managed the Water Global Practice’s Front Office, supporting strategic coordination, corporate priorities, and senior management engagement across the Practice. Before that, she worked in Southern Africa, where she led the World Bank’s water supply and sanitation engagement in Lesotho and Zimbabwe, and supported operations in Malawi and Zambia.From 2014 to 2015, Chloë completed a Development Assignment with the Multilateral Investment Guarantee Agency (MIGA) as part of the Presidential Exchange Program, strengthening her experience at the intersection of public policy, infrastructure, and private investment.Earlier in her World Bank career, Chloë served as a Senior Infrastructure Economist in the Sustainable Development Department, leading infrastructure investment prioritization and capacity-building initiatives in Ghana, the Democratic Republic of Congo, Senegal, and Mozambique across the water, sanitation, energy, and transport sectors.Chloë joined the World Bank through the Young Professionals Program in 2011.Before joining the World Bank, Chloë spent seven years at Castalia Strategic Advisors, a global infrastructure advisory firm providing economic, financial, and governance advice to governments and utilities. As a Manager, she advised clients across the water, sanitation, energy, and transport sectors in countries including the Bahamas, Bangladesh, Belize, Brazil, Cambodia, Honduras, Indonesia, Jamaica, Malawi, Mexico, Montenegro, Pakistan, Paraguay, Vietnam, and the Organization of Eastern Caribbean States, and led the firm’s Governance and Anti-Corruption Practice.Chloë holds a Master’s degree (with Merit) in Environmental Economics from the London School of Economics, where she was a Merit Scholar.
