Chen is a Registered Professional Planner with over two decades of hands-on experience in urban long-range planning, development approval, public consultation, land development, infrastructure planning and regional planning. Chen led a variety of planning projects, including municipal development plans/official community plans, area structure plans, and land use bylaws/zoning bylaws as project manager and planning lead. She was responsible for the daily operation of the Planning & Development Department during her time in a rapid growing municipality.
