   As the Oregon State Protective Security Advisor (PSA) for the Department of Homeland Security (DHS), I specialize in vulnerability assessments, critical infrastructure protection, risk mitigation, and incident response. My role bridges federal, state, local, tribal, and private-sector stakeholders to enhance security, resilience, and preparedness across Oregon.Key Expertise & Contributions: Security Assessments & Risk Mitigation – Conducted hundreds of voluntary, non-regulatory security surveys across all 16 critical infrastructure sectors, providing actionable security enhancements. Led major Resiliency Assessment Programs (RRAPs) for Oregon’s transportation and telecommunications sectors. Faith-Based & Soft Target Security – Partnered with DOJ and FBI to deliver security training for faith-based organizations, strengthening defenses against active threats. Major Event Security (NSSEs & SEAR Events) – Secured mass gatherings and high-profile events, including the US Track & Field Olympic Trials, World Athletics Championships, and national sporting events. Collaborated with federal and local officials to mitigate risks for soft targets and crowded places. Incident Response & Crisis Management – Supported Unified Area Command Groups, Joint Operations Centers, and FEMA during real-world emergencies, including wildfires, civil disturbances, presidential elections, and the COVID-19 response. Led security assessments for Community Vaccination Centers under a FEMA Mission Assignment. Counter-IED & Active Threat Training – Coordinated IED awareness and active threat training for state, local, tribal, and private-sector partners, enhancing national security readiness.In August 2021, I was selected as Acting Chief, Protective Security for DHS Region 10, leading regional security operations until the new Chief assumed duties in January 2022.I am passionate about infrastructure resilience, interagency collaboration, and securing critical assets.
