Senior Legal Fellow & Manager of the National Security Law Program in the Ed Meese Center for Legal & Judicial Studies at The Heritage Foundation. Specializes in complex national security legal and policy issues, terrorism, immigration, crime control, drug policy, and other vexing issues. He is also a Captain in the United States Navy JAG Corps, Reserve Component, having served three active duty tours and a total of 25 years in uniform. Prior to joining Heritage in 2007, served as Deputy Assistant Secretary of Defense for Detainee Affairs in the George W. Bush administration. He also served with distinction as a local, state, and federal prosecutor (Assistant United States Attorney), an Adjunct Professor of Law at George Mason University School of Law. A businessman by training, was a Vice President at Marsh McLennan Companies, where he ran the Private Equities Mergers & Acquisitions division of the DC office, and currently serves at Vice Chairman of the Board of the C.D. Stimson Company in Seattle, Washington. A former college soccer player, also serves as Chairman of the Board of the U.S. Soccer Foundation-the major charitable giving arm of U.S. Soccer.
