Charleigh J. Flohr is Associate Director of Research at the Human Rights Campaign Foundation, an Affiliate of the PRIDE Study and Partner Consortium at Stanford University School of Medicine, and an Advanced Special Student with the Joint Program in Survey Methodology at the University of Maryland. She is advancing new research interests focusing on how public policy shapes non-sampling survey error, particularly policy-driven minority response differentials.She has nearly a decade of research experience across organizations including the Dyer Institute of Leadership and Public Policy, Congressional Management Foundation, Center for American Progress, Democracy Fund, and the National Center for Transgender Equality. In her current role, she leads survey methodology, statistical analysis, and quantitative research initiatives, with particular expertise in large-scale surveys of sexual and gender minority (SGM) populations and population-based datasets.Charleigh has led numerous national studies and contributed to nearly 50 peer-reviewed articles and reports on a wide range of policy-relevant topics. Her work emphasizes methodological rigor and the production of accurate, precise survey estimates to inform policymaking and improve outcomes for marginalized communities.She holds an M.P.P. from Georgetown University, with a focus on survey and quantitative methodology, and a B.A. in Political Science with a minor in Sociology from Coastal Carolina University, where she studied political economics, public policy, and income inequality.
