   Applies a thorough knowledge of Framingham State’s business practices, university policies, regulatory requirements and laws to the procurement of IT and services by serving on internal selection teams for new procurements, working with designated technologists, contract managers and subject matter experts to ensure compliance, deadlines are met, and best value is obtained. Recommends new processes and procedures. Implements improvements. Serves as a liaison to external purchasing consortiums. Develops multi-year budget forecasts, provides budget analysis, recommends line item adjustments, and/or proposes alternative means of sourcing where beneficial. Determines whether or not budget variances require a response and if so takes appropriate corrective action. Coordinates procurement of all information technology on behalf of the entire University with assistance from others who provide specifications and quotes, by facilitating the authorized approval of contractual agreements, purchase order requisitions and invoices. Review and evaluate technology contracts for conformance with commonwealth terms and conditions, University policies and required provisions. Maintain and monitor vendor management database with accuracy and prepare reports for better execution of renewals. Conducts outreach on behalf on ITS to programmatically survey students, faculty and staff and produces reports from results that may indicate levels of satisfaction, frequency of use, and perceived importance of ITS as well as potential unmet or anticipated needs.
