ABOUT CHAENY EMANAVIN

I have a passion for making things work better. Whether it is digital product, a process improvement, BBQing or making things, I love the process discovering problems and connecting them to clever solutions. My personal mission is to fix government service delivery. With over 22 years of industry and government expertise at multiple state and federal agencies, I evangelize the successful approach of blending private industry methodologies with passionate government service. I believe at the core of government transformation is providing government staff with new approaches to problem solving. My teams discover, build and test and iterate on solutions that capture people’s minds and hearts. I build superior service delivery teams highly skilled in problem definition using human centered design. They prototype using iterative product delivery and drive alignment using empathetic group facilitation. They tightly, fixing human centered challenges before building technical solutions. They find the work meaningful which helps create a high (98% over three years) retention rate. In my experience, I find that the gap in good service delivery between successful private companies and the government was not due to an ability gap. It is a skills gap. Skills can be taught. Thus, core to my process is teaching a blend of human-centered design, product management and digital service delivery modified for government contexts. This training provides government staff with modern tools to reimagine service delivery across programmatic, policy and implementation practices. I enthusiastically lead organizational culture change out of the status quo and into the delightful. I am not phased by the challenge of entering highly ambiguous environments, discovering creative ideas and successfully applying them to unexpected problem areas. As a product manager, I have delivered successful products in ill-defined, high-stress situations at the federal and state level for internal and external consumers. As a PMI certified project manager I save tax payer dollars by implementing agile methodologies. I lean on the human-computer interaction fundamentals from my education at Stanford University and Georgetown University in everything I do. The AMP at the National Defense University taught me IT leadership techniques to align federal budget, staffing, infrastructure and teamwork. As a former journalist, I enjoy researching how people work and the challenges they face. I try to make each day better than the last and make sure my team has fun while doing it.
