ABOUT CHADIA ABREU-FELLMANN
Chadia is an attorney and energy specialist with 10+ years of experience in clean energy transitions, market development, and infrastructure investment across the Dominican Republic, Argentina, and the United States. She currently serves as a Senior Regulatory Analyst in the Electric Planning and Market Design division at the California Public Utilities Commission, where she collaborates with the Integrated Resource Planning team to advance California’s climate and energy goals. Before joining CPUC, she served as an Advisor for Clean Energy and Climate Solutions at the Ministry of Energy and Mines of the Dominican Republic, leading initiatives aligned with sustainable development and a just energy transition. Earlier, she served as the Legal Coordinator of Renewable Projects at the Dominican Corporation of State Electric Companies She is licensed to practice in California and the Dominican Republic.She holds a Master of Laws (LL.M.) from the University of California, Berkeley, where, as a Fulbright scholar, she specialized in Clean Energy and Technology as well as Environmental Law and Policy. She also holds a Master of Science (MSc) in Energy from the University of Buenos Aires (UBA) and certifications in Energy Innovation and Climate Change from Stanford University and Harvard Kennedy School (HKS).
