ABOUT CHAD FOWLES
I serve as Vice President of Administration for Willow Creek Companies, Willow Creek Electric, and Willow Creek Power, providing executive leadership across Safety & Compliance, Human Resources, Payroll, Fleet, and Licensing in support of oil and gas pipeline construction, fabrication, facility development, and midstream operations. I lead the development and execution of systems that protect people, ensure compliance, and drive operational performance across complex, high-risk environments. My responsibility extends beyond oversight—I build scalable structures that create accountability, support growth, and enable consistent execution across both field and administrative functions. With a background in Environmental Health & Safety and operational leadership, I direct company-wide programs governing workplace safety, DOT and fleet compliance, workforce onboarding, payroll systems, licensing, and employee development. I ensure alignment with OSHA, NIOSH, FMCSA, DOT, and applicable state and federal regulations, while also meeting rigorous client and project-specific requirements. I hold the Construction Health and Safety Technician (CHST) credential through the Board of Certified Safety Professionals, reflecting advanced expertise in hazard mitigation, regulatory compliance, and risk management within demanding construction and energy sectors. My work includes building and auditing safety systems, strengthening leadership capability in the field, overseeing fleet and driver compliance, and aligning HR and administrative functions with operational needs. As part of Willow Creek’s Leadership Team, I work directly with executive leadership, project management, and field operations to strengthen safety culture, improve workforce performance, and ensure audit readiness across all business units. I am actively involved in driving consistency, closing gaps identified through audits, and implementing systems that elevate both compliance and execution. In high-risk industries, safety, compliance, and workforce systems are operational drivers—not overhead. When structured correctly, they directly impact production, reliability, and profitability. My leadership approach is grounded in clarity, accountability, and purpose. I focus on building disciplined teams, developing strong leaders, and implementing systems that perform under pressure—positioning the organization for long-term growth, operational excellence, and sustained success.
