About Chad Franks

With over 20 years of professional services experience, I am the Tax Principal In Charge of KPMG’s Development and Exempt Organizations Tax Practice for the Western Region, based in Los Angeles. My role involves supporting tax-exempt organizations across the West Region, including San Francisco, Phoenix, and Honolulu. I specialize in providing comprehensive global services to a wide array of philanthropic and tax-exempt entities, such as healthcare organizations, higher education institutions, public charities, pension trusts, NGOs, private foundations, social welfare organizations, business leagues, associations, and corporate philanthropic divisions. Additionally, I lead KPMG\'s private business use post-issuance compliance services related to tax-exempt bonds.Before joining KPMG, I served as a Lead Tax Executive at a major public accounting firm, exclusively advising exempt organization clients. My expertise includes preparation and review of regulatory forms such as 990, 990T, 990PF, conducting Unrelated Business Income Tax studies, and producing tax-exempt bond compliance reports. I regularly consult on issues such as intermediate sanctions, unrelated business income, Section 501(r), and joint ventures, assisting private foundations with excise tax issues, and advising on international taxation for charitable programs abroad. I also support the development and implementation of Corporate Social Responsibility and Sustainability programs. I am affiliated with the National Association of Bond Lawyers and the American Bar Association, and I hold a J.D. from Mercer University School of Law and a B.S. from Middle Tennessee State University.
