Research and review existing local, state, and federal statutes and regulations, proposed legislation and regulations, and other public policy documents, providing concise and actionable analysis of potential impact on IBC, including its strategic and business objectives.· Review publicly available materials and data effectively, analyze and summarize key points, and translate conclusions into clear and compelling policy analysis/documentation.· Assist the Director, Office of Public Policy in developing, documenting, and updating IBC’s position on relevant public policy issues.· Research, write and develop white papers on various public policy issues.· Draft written remarks and comments to proposed legislation and regulations for the purpose of communicating IBC’s position on the proposed initiatives.· Develop positions on legislative and regulatory proposals.· Interact with counterparts to understand the impact of legislative and regulatory initiatives on market dynamics and business implications to IBC & its customers.· Benchmark policy positions against other health insurance companies, including Blues plans.· Prepare presentations, infographics, policy materials and fact sheets on critical issues.· Engage and, as directed, provide guidance and feedback to national trade partners (AHIP and BCBSA).· Serve as a liaison with other state-based organizations, including NAIC, NCOIL, NCSL, and NASHP.
