About Cesar Diago

Institutions matter. When legal systems function effectively, economies grow, rights are protected, and opportunity expands. My career has focused on strengthening the institutions that make sustainable development possible.At the World Bank\'s Global Indicators Group, I co-designed the government engagement strategy, conduct legal research, and serve as the regional focal point for Latin America and the Caribbean for the Women, Business and the Law project — managing relations with more than 40 national governments and a 200+ expert network across 27 economies.Prior to joining the Bank, I served as Presidential Advisor to Colombia’s Constitutional Court - the country\'s highest judicial authority, equivalent in function to the U.S. Supreme Court. There, I advanced the digital transformation agenda, secured over $200K in international funding, represented the institution in the Open Government Partnership, and designed nationwide access-to-justice initiatives reaching marginalized communities.Earlier, at Colombia’s Administrative Department of Public Service, I drove structural reform across national institutions and designed institutional strengthening strategies for more than 15 municipalities in conflict-affected regions.Across my career — from national institutional reform to global regulatory analysis — I have worked to strengthen governance systems, expand access to justice, and bridge policy design with practical implementation.

    Serve as regional focal point for Latin America and the Caribbean, supporting and leading stakeholder outreach, government engagement, and methodology workshops with public sector counterparts, WBG country offices, and private sector experts- Co-led the design and execution of the 2024-25 Government Engagement Strategy to enhance public sector collaboration, data accuracy, and institutional buy-in across 190 economies- Conduct legal and policy research on access to justice and state reforms, producing evidence-based products for policy dialogue and operational guidance.
