About Cedric Carter
Cedric Carter, Jr. began his research and development career with the Department of Energy Sandia National Laboratories (SNL) in Albuquerque, New Mexico, supporting government sponsors within Department of Energy, National Security Agency, United States Strategic Command, Army, Air Force and the Department of Defense. During his tenure at SNL, he supported multiple cyber research and development efforts within the Enterprise/ Information Technology, Critical Infrastructure, and Operational Technology domains. Additionally, heapplied these various cyber security efforts in support of behavioral network analytics and threat identification, cyber assessments and evaluations via penetration testing and control system and renewable energy security. He then transitioned to The MITRE Corporation conducting similar, yet strategic activities for MITRE Labs and National Security divisions as a group lead and principal cybersecurity engineer. These efforts included support for the Office of Secretary of Defense, State Department, United States European Command and Africa Command, Office of Naval Intelligence, Missile Defense Agency, Naval Facilities Engineering Command, Federal Aviation Administration and more. Carter’s research interests include cyber-physical assessments, applying MITRE’s Adversarial Tactics and Techniques and Common Knowledge (ATT & CK) for Enterprise and Industrial Control Systems (ICS) knowledge bases, D3FEND knowledge graph, and Crown Jewels Analysis for federal government programs, threat deterrence, dependency modeling, cyber defense, and offensive cyber development.
