About Cecilia Springer

Cecilia Springer is a Principal Associate at Synapse Energy Economics and a Non-Resident Fellow at the Boston University Global Development Policy Center. Dr. Springer has nearly 15 years of experience conducting techno-economic analysis on carbon and energy policy, with a topical focus on industrial decarbonization and a regional focus on the U.S, China, and Southeast Asia. Dr. Springer has published research on data center energy and emissions profiles; decarbonization roadmaps for the steel, textile, and cement industries; industrial electrification and industrial heat pumps; energy benchmarking analysis of the cement and aluminum industries; embodied carbon in trade; and green public procurement. Previously, she was a Principal at Global Efficiency Intelligence and Co-Director of the Industrial Electrification Center. From 20••••19, she was a student researcher and affiliate at the China Energy Group in the Lawrence Berkeley National Laboratory, contributing to research on emerging energy efficiency technologies for various industrial subsectors.Dr. Springer is also an expert on China\'s domestic and international carbon and energy policies, with a focus on China\'s overseas financing for energy-related infrastructure. She has published journal articles, working papers, and book chapters in this area and led previous updates of the China\'s Global Power Database and the China\'s Global Energy Finance Database. She is a non-resident fellow at the Global China Initiative (GCI) in the Boston University Global Development Policy Center, and was previously the Assistant Director of GCI. She is also involved in US-China scholarly exchange, and was a part of the inaugural cohort of the Wilson China Fellows Program and the Mansfield-Luce Asia Scholars Program. She served as a Fulbright Fellow in Tianjin, China from 20••••12.Dr. Springer was a postdoctoral research fellow at the Harvard Kennedy School\'s Belfer Center for Science and International Affairs. She received her M.S./Ph.D. from the Energy and Resources Group at the University of California, Berkeley, and a B.S. in Environmental Science from Brown University.
