Lead the overall financial management, operations, and administration of the Country office, ensuring compliance with FHI 360 and U.S. Department of State financial, contractual, and operational policies, procedures, and regulations in accordance with 2 CFR 200- Oversee budget development, financial reporting, and expenditure monitoring for the 4 local programs (HIV, MNCH, Nutrition and STRIDE); conduct regular pipeline and cash flow analyses and prepare monthly financial and variance reports for review with senior management and headquarters. Collaborate with headquarters to monitor and maintain the financial health of the project, including monthly cash requests, statutory reporting, and annual audits. Ensure proper allocation and tracking of project resources, alignment of expenditures with approved work plans, and adherence to donor cost principles and reporting requirements- Manage the sub-award portfolio in compliance with 2 CFR 200 E and F, ensuring sub-recipient monitoring, compliance reviews, and capacity development to strengthen partners’ financial and administrative systems. Bring strategic support to multi health program country office- Supervise the full scope of Human Resources and administrative operations, including recruitment, onboarding, performance management, and personnel compliance with local labor laws and FHI 360 policies- Direct procurement operations, contracts management, logistics, and travel arrangements; ensuring transparent and compliant acquisition of goods and services under Department of State and FHI 360 guidelines- Lead and mentor a multidisciplinary team covering finance, HR, procurement, IT, Sub-awards, and administration, fostering operational excellence and a culture of accountability and teamwork.
