ABOUT CATHY JUDD-STEIN

I am a seasoned gaming regulator and executive level legal and public policy advisor and problem solver. I most recently served as the Chair of the Massachusetts Gaming Commission (MGC), where I oversaw the regulation, licensing, and enforcement of the casino, racing and sports wagering industry in the Commonwealth, ensuring that it operates with the highest of integrity, while prioritizing consumer protections and responsible gaming. My tenure as Chair of the five full-time member public body was shaped by historic, complex challenges, meeting the demands of a rapidly evolving regulatory landscape, including standing up retail and online sports wagering, in public forums that were open and participatory to achieve best outcomes for the people of Massachusetts. My legal career is marked by appointments to five consecutive gubernatorial administrations, most recently as Deputy Chief Legal Counsel to Governor Charlie Baker. I was privileged to advise the Governors on a broad array of matters relating to governance, compliance, legislative and regulatory issues, litigation strategy, risk assessment, data sharing, human resources, ethics, and campaign and political finance law. Additionally, I served as the Executive Director of Governor Deval Patrick’s Judicial Nominating Commission, Director of Policy and Special Counsel for the Massachusetts State Lottery Commission, and General Counsel for the Office of the Massachusetts State Treasurer, during which I represented the Treasury in gaming matters, including the impact of expanded gaming, regulation of charitable, tribal, and online gaming, and problem gambling policy development. Throughout my career which spans over three decades, I have been tapped to shift organizational practices and create systemic efficiencies, transparency, and change management that foster optimal outcomes - fiscally and culturally. I am particularly proud of my board work in the nonprofit sector through which I have effectuated positive and collaborative change in the media, education, and health industries.
