About Casey Weaver

I counsel clients on international trade compliance, supply chain integrity, government and internal investigations, and government contracts. My experience with and knowledge of a breadth of compliance obligations allow me to help clients efficiently navigate a complex regulatory landscape.I offer creative strategies for tariff mitigation under US Customs and Border Protection (CBP) laws and regulations, including through tariff engineering, operational adjustments, and valuation assessments. I guide companies through import enforcement actions and work with clients to draft ruling requests, prepare voluntary disclosures, respond to CBP outreach, and protest CBP action. I counsel US and foreign producers, importers, and exporters with respect to trade remedies, including safeguard (Section 201), national security (Section 232), and antidumping and countervailing duty (AD/CVD) proceedings. I help clients realize opportunities while navigating the risks arising under these laws, developing strategies aligned with US trade policy.I advise companies on compliance with supply chain integrity laws and regulations, including the Uyghur Forced Labor Prevention Act (UFLPA) and CBP withhold release orders (WROs). I have successfully challenged and secured the release of merchandise detained by CBP. I also work with clients to conduct internal supply chain risk assessments, negotiate contractual provisions related to border detentions and delays, and create supplier codes of conduct and compliance policies regarding supply chain integrity.With regard to export controls and sanctions, Casey helps organizations navigate the ITAR, EAR, FCPA, and NISPOM, as well as the laws and regulations administered by the Department of Commerce, Department of State, and Department of the Treasury’s Office of Foreign Asset Control (OFAC). I work with clients to conduct internal investigations, prepare voluntary disclosures, draft and update compliance policies, and conduct compliance training.I counsel government contractors and subcontractors on various aspects of federal, state, and local procurement obligations, including compliance with the Federal Acquisition Regulations (FAR) and agency supplements to the FAR, such as the Defense Federal Acquisition Regulation Supplement (DFARS). I advise on contract formation and negotiation, internal investigations, and remediation related to government contracting. I also assist contractors in navigating various domestic preference regimes (including BAA and TAA) to ensure compliance with sourcing obligations.
