About Carrie Antal

I have served as a USAID Foreign Service Officer for 14 years, beginning as an education specialist before diversifying into the areas of food security, emergency/humanitarian assistance, democracy and governance, regional trade and connectivity, and trilateral cooperation. I am currently assigned to the USAID/India Mission\'s Indo-Pacific Office, where I serve as the Deputy Director, leading trilateral cooperation with the Government of India, and having served for one year as the lead on regional trade and connectivity team and USAID support to Bhutan. My primary area of technical expertise is Education. I am skilled in the design, procurement and management of education projects, with particular expertise in early grade reading, enhanced linkages between higher education and labor market demands, non-formal skills training for youth, inclusive education, and gender equity and other aspects of equitable access to education. Coordination with stakeholders, including host country governments and other development partners, policy development, technical advising, strategic planning, budgeting, human resource management and the monitoring and evaluation of education activities are also major element of my role at USAID. My principal research interest is the strengthening of democratic attitudes, knowledge and skills in the developing democracies of Sub-Saharan Africa and the Middle East/North Africa regions, particularly as related to capacity building through pre- and in-service teacher training programs and the development, management and evaluation of formal and non-formal civic and other education programs. My expertise in the international education field was developed and applied in settings ranging from the United States, France, and Bhutan, to Pakistan, India, Rwanda and Madagascar. I have published a book chapter and several academic articles in top-tier comparative education journals. I speak English and French fluently. Specialties: Monitoring and evaluation, early grade reading, non-formal vocational education for youth, STEM education (science, technology, engineering and mathematics), democratization and related citizenship and civic education, higher and basic education quality and access, pre-service and in-service teacher training, education assessment and the Early Grade Reading Assessment (EGRA), ijtihad, student-centered pedagogy and development of critical thinking, South Asia, Sub-Saharan Africa and the Middle East/North Africa region.

   As the USAID Development Advisor to the US Army War College, I serve as the Development Advisor to the Peacekeeping and Stability Operations Institute (PKSOI) on campus, facilitating strategic linkages between military and development assistance lines of effort in advancing stabilization and peacekeeping operations effectiveness. I also teach courses to senior US and international military leaders in the areas of War, Policy and National Security; Diplomacy; and Africa Regional Studies. I serve as a resource to AWC military faculty colleagues and students regarding US development activities, and carry out detailed applied research pertaining to improved interagency coordination and effectiveness, particularly between USAID and the Department of Defense domestically and overseas.
