Develop and implement NORD’s state policy strategy across all 50 states, aligning advocacy efforts with organizational priorities and emerging legislative trends.• Monitor and analyze state legislative and regulatory activity related to key issues impacting the rare disease community, including RDACs, insurance access, out-of-pocket costs, and utilization management.• Represent NORD in meetings with policymakers, state agencies, coalitions, and other key stakeholders to advance NORD policy priorities.• Collaborate with external partners to build and lead coalitions in support of shared policy objectives, coordinating strategy and messaging.• Provide input on proposed state legislation and regulations, including drafting letters, testimony, and public comments to support NORD’s positions• Support and engage RDACs across the country by offering resources, guidance, and policy expertise to enable effective advocacy.• Develop policy and advocacy materials such as one-pagers, toolkits, and talking points to support grassroots efforts and stakeholder education.• Lead engagement on state policy issues for NORD’s member organizations, Regional Policy and Advocacy Taskforces, and other partners.• Collaborate across teams to integrate state policy work with NORD’s broader advocacy, communications, and education strategies.• Maintain and strengthen relationships with state legislators, agency officials, and advocacy organizations.• Attend legislative meetings, hearings, and markups, as well as meetings with state government officials as a representative of NORD, providing expertise and guidance to support NORD’s policy positions.• Collaborate with NORD’s Federal Policy staff on overlapping initiatives and policy directives.• Manage and support state policy staff, including overseeing work plans, providing mentorship and development opportunities, and ensuring alignment with organizational goals.• Perform other duties and functions as assigned.

ABOUT CAROLYN SHERIDAN

Carolyn G. Sheridan, MPH, is a state policy specialist with a deep passion for state-level policymaking. She is honored to direct that passion toward serving the rare disease community as Associate Director of State Policy at the National Organization for Rare Disorders (NORD). Leading NORD\'s comprehensive state policy strategy across all 50 states, Carolyn develops and implements legislative and regulatory initiatives that improve healthcare access for people with rare diseases. She builds upon the successful foundation of Project RDAC to expand NORD\'s policy impact nationwide.Previously, she worked in the New York State Senate as Principal Analyst for the Health, Women\'s Issues, and Alcoholism and Substance Use Disorders Committees. She spearheaded significant legislation including provider extradition shields, ensuring support persons for pregnant individuals in state custody, implementing public reporting requirements for limited-service pregnancy centers, and producing a comprehensive report on childbirth costs across different insurance types in New York. She also played a direct role in negotiating Article VII language for five consecutive NYS budgets. Throughout the COVID-19 pandemic, she provided essential analysis of public health emergency actions for Senate leadership, developed vaccine policy initiatives, and mapped the state EMS system structure to propose sustainability reforms.Currently co-chairing the State Access to Innovative Medicines Coalition (SAIM), Carolyn unites 24 national advocacy organizations to develop policy solutions that expand access to cutting-edge treatments.Carolyn holds an MPH in Health Policy and Management from the University at Albany and a BS in Biology from SUNY Fredonia.
