Complete Preconstruction Notification (PCN) and/or Joint Permit Application (JPA) for permits from the USACE, VDEQ, and/or VMRC• Conduct wetland assessments and delineations for large- and small-scale properties in accordance with the U.S. Army Corps of Engineers Wetland Delineation Manual.• Compose environmental documents to ensure federal and state compliance with the National Environmental Policy Act (NEPA), State Environmental Review Process (SERP), and Local Environmental Review Process (LERP).• Utilize publicly available GIS data to identify potential timeline and budget constraints (including but not limited to wetlands, endangered species, and historic resources) and to support early project decisions• Perform Phase I Environmental Site Assessments and Phase II Subsurface Investigations in accordance with ASTM standards • Sample Stormwater during rain events and preform dry weather screening for VDEQ industrial stormwater permit requirements• Manages project schedules and budgets and ensures quality of deliverablesOther tasks include following federal and state environmental regulations and programs, and coordinating with federal, state, and local agency personnel.
