The P7803 series serves as an overarching standard that establishes a comprehensive framework for the development of Inclusive Sustainable Smart Cities which are envisioned as dynamic, programmable ecosystems that autonomously manage essential services through the use of technologies such as Artificial Intelligence, robotics, edge computing, gaming, blockchain, Augmented Reality and IoT. This recommended practice introduces indicators and metrics to evaluate the quality of life, sustainability, and inclusivity of cities across five key pillars: Social Inclusion and Community Readiness, Environmental Sustainability and Resilient Infrastructure, Intelligent Autonomous Infrastructure and Participatory Governance, Self-Sufficiency and Equitable Economic Development, Social Safety Net and Comprehensive Civil Defence Systems.The scope of this standard is to enable cities to function similarly to how the human body autonomously regulates its vital systems. Infrastructure and automated systems within ISSC cities will act like the skeleton and nervous system, ensuring that essential services such as shelter, food, water, sanitation, healthcare, and education are provided efficiently and without human intervention. Residents will interact with these autonomous services and the urban ecosystem through data-sharing models and Extended Reality (XR) technologies, creating a seamless, adaptive, and inclusive urban environment.This standard applies to both the transformation of existing cities and the creation of new cities, guiding urban planning and development towards sustainable, equitable, and technologically advanced ecosystems that promote collective well-being, social cohesion, and environmental resilience.
