This is a part-time contract in an ICT team supporting the Programme Director, ECLI in the delivery of commercial outcomes. The ECLI service enables emergency call takers to receive automatically generated geographical information about the likely location of a caller when a call is made from a mobile device on a cellular network. We are continually seeking to enhance the accuracy and quality of high precision location information and increase the proportion of emergency calls for which this information is generated. Ultimately this means less time taken to accept and verify the location of mobile callers and a reduction in dispatch times, saving lives. My role involves working with our project managers, lawyers and providers/partners to draft and execute contracts. It includes providing commercial advice, negotiating with suppliers and writing business cases to get contracts over the line. I currently work remotely from Christchurch, travelling to Wellington once a month to see the team (Covid willing).

ABOUT CAROLINE DONOVAN
I am a public sector professional specialising in the provision of procurement and commercial advice, with a background in project and programme management. I have a strong working knowledge of the Government Procurement Rules, the end-to-end procurement process, contract structure and negotiation, and AoG processes. I hold the CIPS Diploma in Procurement & Supply and a Victoria MBA (achieved with merit). I am particularly interested in strategic procurement, constructing contracts to improve outcomes and effective contract and supplier management. My professional background consists of 23 years in the New Zealand public sector, of which 15 were spent in the education sector in a variety of roles including tertiary educator, quality assurance auditor, project manager, operational policy manager, programme manager/director and procurement lead, before moving into dedicated procurement/commercial roles. I relocated from Wellington to Christchurch in early 2021 and continue to work remotely for MBIE. My current contract finishes on 29 March 2024 and I am actively looking for new opportunities. In my spare time I run two Meetup groups, one for accessible walks (\'Walking Wonders\') and another for all sorts of garden-related activities (\'Garden Ramblers\'). I also enjoy yoga, gardening, wine tasting and jewellery-making.
